Default Enchanting, Halves skill recharge and casting question

Hello, I have a question on Enchanting and skill recharge, and casting improvements.

If I have a wand that reduces Protection skill recharge 20% of the time, and a foci that reduces skill recharge 20% of the time, do I get skill recharge improvement 40% of the time? or is it 20% two independent times.

Also about enchanting, If i use Blessed Aura for example 20% longer enchants, and a wpn that has a 20% longer enchants, is that 40% longer enchants?

36% chance that the skill takes half the time to recharge
4% chance that the skill takes one quarter of the time to recharge

44% longer enchantments, is how I believe that math works out.

I'm pretty sure it works as two independant calculations. My math skills arnt up to par but I think its been shown in other threads that its a 36% for fast recharge and a 4% chance for a super fast recharge. That 4% comes from the chance that both of the items happen to go off.

As for Blessed Aura it does in fact stack with enchant mods

With dual 20% skill recharge, each chance is checked independently. So you'll have a 32% chance of getting one Halves skill recharge and a 4% chance of getting both Halves skill recharge, which will result in the skill recharging 4 times as fast.

The % longer enchants multiply together, so in your cse you'd get 1.2 * 1.2 = 1.44 longer enchantments, or 44% longer.

@ the above posters: will people stop saying 36% & 4%, that's wrong.
